Expat Guide on How to Move to Singapore

Singapore attracts thousands of expatriates each year, drawn by its economic dynamism, political stability, and unique lifestyle at the crossroads of cultures. Nestled in the heart of Southeast Asia, the city-state offers foreign nationals a highly pleasant, cosmopolitan, and secure living environment.

Whether you are planning on moving to Singapore for work, studies, or a fresh start, there are a few essential steps to be aware of as you prepare for your relocation. From obtaining a visa to transporting your personal belongings and pets and understanding how to adapt to the local way of life, this guide walks you through each stage of your move to the Lyon City.

Why Move to Singapore?

Singapore is attracting an increasing number of expatriates, mainly because of its exceptional quality of life and abundant opportunities. Here are the key advantages that make Singapore a leading destination for those looking to relocate abroad:

High Quality of Life

The Republic of Singapore is renowned for being a safe, clean, and well-structured environment. The city boasts modern infrastructure, a high level of security, and reliable public services, making it a highly pleasant place to live. In addition, Singapore’s tropical climate offers consistently warm temperatures year-round, enhancing its appeal as a relocation destination.

World-Class Healthcare System

Singapore’s healthcare system is among the best in the world. The hospitals are modern, well-equipped, and they also provide top -notch medical care. Public health is also a national priority, with prevention at the core of the system. However, as an expatriate, we strongly recommended you take out comprehensive health insurance, as medical costs can be high without proper coverage.

Thriving Economy and Career Opportunities

Singapore is a major economic hub in Asia, with a consistently growing economy. The country attracts international businesses, particularly in the fields of finance, technology, and trade. By moving to Singapore, expatriates benefit from numerous career opportunities, supported by a competitive job market and a favorable tax system.

Excellent Education for Children

Singapore’s education system is renowned for its excellence. Expatriates have access to a wide range of high-quality international and local schools. In addition, Singapore’s universities rank among the best in the world, offering top-tier academic programs tailored to international students.

Cultural Diversity and Vibrant Social Life

Singapore is a cosmopolitan country where diverse cultures coexist in harmony. This creates a welcoming and inclusive atmosphere, ideal for expatriates looking to integrate with ease. The country also offers a vibrant cultural, culinary, and social scene, with world-renowned cuisine and events held year-round.

Administrative Procedures When Moving to Singapore

Relocating to Singapore can be an exciting experience, but it also involves several administrative steps. Here is what you need to know to properly prepare to move to Singapore:

What Are the Visa Requirements for Singapore?

The first step to move to Singapore is choosing the right visa. Here are the most common visa options to choose from:

  • If you have secured a job in Singapore, you will need an Employment Pass, which is granted based on your salary level and qualifications.
  • The S Pass is intended for mid-skilled technical foreign
  • For entrepreneurs, the EntrePass allows you to start and operate a business in Singapore.
  • After working in Singapore for a few years, you may be eligible to apply for permanent residency and obtain Permanent Resident (PR) status, which offers greater flexibility to live and work in the country.
  • If you are already in Singapore on a work visa, you can bring your family members through the Dependent Pass scheme.

How to Apply for a Singapore Visa?

Visa applications are submitted online via the website of the Immigration and Checkpoints Authority (ICA) or the Ministry of Manpower (MOM), depending on the type of visa you are applying for.

The main documents you will need to provide when you are planning to move to Singapore include:

  • Your passport
  • A recent passport-sized photo
  • A job offer letter (for employment-related visas)
  • Proof of your professional qualifications

The application process is relatively straightforward, and it typically takes a few weeks to one month to receive your visa.

For more detailed information on entry requirements and administrative procedures for moving to Singapore, we recommend visiting the official website of the Singapore Ministry of Foreign Affairs.

Other Documents to Prepare Before Moving

In addition to your visa, be sure to gather and make copies of the following key documents (non-exhaustive list):

  • Passport
  • Proof of financial resources
  • Criminal record check
  • Medical certificate or proof of vaccination
  • Employment contract
  • Pet health and import certificates (if applicable)

Procedures Upon Your Arrival

Once in Singapore, you may be required to undergo a medical examination, particularly if you are entering on a work visa. Singaporean authorities may also request a certificate of good conduct.

From a customs perspective, if you are shipping personal belongings, you will need to submit a customs declaration. Depending on the items you are importing, certain goods — such as alcohol or cigarettes — may be subject to import duties and taxes.

Social Security Registration and Taxation

In Singapore, the Central Provident Fund (CPF) is a mandatory savings scheme for all residents. If you are employed, you will be required to contribute to it. Tax-wise, Singapore has a relatively favorable tax environment, with low personal income tax rates compared to many European countries and other regions. While you will need to declare your income, you will generally benefit from more advantageous tax rates.

Obtaining an International Driver’s Permit

If you plan to drive in Singapore, you will need to obtain an International Driving Permit (IDP).

This allows you to drive temporarily in the country using your French driver’s license. You can apply for the IDP through your local prefecture before departure, or directly online via the ANTS website (France’s National Agency for Secure Documents).

After 12 months of residency in Singapore, you will be required to convert your French license into a Singaporean driver’s license. We advise you to anticipate this step and begin the process early to avoid last-minute complications.

Opening a Bank Account

Opening a bank account in Singapore is relatively straightforward. You will need to provide your passport, a valid visa, and proof of residence (such as a rental agreement). You can choose from major local banks such as DBS, OCBC, or UOB. Most banks offer expatriate-friendly accounts, with services tailored to your financial needs.

Other Useful Administrative Steps

As you prepare for your move to Singapore, do not forget to:

  • Update your status with the local administrative authorities in your home country, including your address and tax situation
  • Cancel any ongoing contracts such as electricity, gas, water, phone and internet subscriptions, as well as home and auto insurance
  • Check the compatibility of your electronic devices, as Singapore uses Type G power outlets

How to Move to Singapore with Your Pet?

Singapore enforces a very strict health protocol for the importation of animals, regulated by the Animal & Veterinary Service (AVA).If you plan to bring your pet with you to Singapore, it must be microchipped (note that tattoos are not accepted), up to date on all vaccinations(especially rabies) and in good health.

Required Documents

Before departure, you will need to prepare several key documents, including:

  • A European pet passport (for EU nationals) or a recognized vaccination record
  • An import license issued by the Animal & Veterinary Service (AVA)
  • A veterinary health certificate for the importation of dogs and cats into Singapore (for Category C countries), issued within 7 days prior to departure

Mandatory Vaccinations

The rabies vaccine is mandatory for your pet to be allowed to enter Singapore. In addition to rabies, Singapore requires several other vaccinations, all of which must be administered at least 14 days prior to departure:

For Dogs

  • Canine Distemper
  • Canine Hepatitis
  • Canine Parvovirus

For Cats

  • Feline Calicivirus
  • Feline Rhinotracheitis
  • Feline Panleukopenia

Health Protocols

The AVA distinguishes between two protocol levels based on the animal’s vaccination history. Depending on the protocol followed, the quarantine period upon arrival may vary between 10 and 30 days.

Regardless of the import protocol followed, your pet will be required to undergo a quarantine period before enjoying its new home. Therefore, be sure to reserve a space in advance at Singapore’s quarantine facility!

Protocol C1: 10-Day Quarantine

This protocol applies to dogs and cats whose rabies vaccination has been properly anticipated. It allows for a reduced quarantine period of only 10 days.

The conditions to be met are:

  • Rabies vaccination with an AVA-approved vaccine, administered at least 4 months prior to the departure date (whether primary vaccination or booster).
  • A rabies antibody titre test performed at least 1 month after the initial vaccination and within 6 months before departure, conducted in an EU-approved laboratory.
  • A second rabies vaccination, mandatory after the antibody titre test, administered at least one month before departure.

Protocol C2: 30-Day Quarantine

If you are unable to comply with Protocol C1, you will automatically be subject to Protocol C2, which requires a 30-day quarantine period in Singapore.

The requirements under Protocol C2 are as follows:

  • Rabies vaccination at least 3 months before departure.
  • Rabies antibody titre test conducted between 1 and 6 months before travel.
  • Two mandatory parasite treatments (internal and external), administered between 2 and 7 days prior to departure.

How to Ship Your Belongings to Singapore?

The question of which belongings to bring is essential when moving abroad. While some everyday items can be purchased locally, others—such as valuable furniture or a personal vehicle—require careful consideration regarding their cost, transportation, and compliance with Singaporean regulations. Below, you will find the key information needed to organize the shipment of your belongings to Singapore:

Customs Requirements and Clearance

When shipping your belongings to Singapore, you must comply with local customs regulations. You will be required to provide a detailed inventory list in English, a copy of your passport, a valid visa or work permit, as well as a declaration stating that the items are for personal use. If your belongings arrive within six months of your entry into the country, you may be eligible for tax exemption, subject to certain conditions.

Available Shipping Options

You have two main options for moving your personal belongings to Singapore: sea freight or air freight:

  • Sea freight is recommended for large-volume moves. It is more cost-effective but requires a transit time of 4 to 6 weeks.
  • Air freight is faster, with your belongings arriving within a few days, but it is significantly more expensive. This option is practical if you have a limited amount of belongings and need a quick delivery.

My Move can assist you in choosing the best option based on your timeline, budget, and volume of goods to be transported.

How Much Does It Cost to Move to Singapore?

The cost of moving to Singapore depends on several factors, including the volume of goods to be transported, the chosen mode of transport, the services included (such as packing, insurance, and home delivery), and your place of origin. On average, expect to pay around €5,000 to €7,000 for a standard sea freight move with full service. This price typically covers home pickup, transportation, customs clearance, and delivery in Singapore. Air freight, on the other hand, can easily double these costs for an equivalent volume.

Tips to Lower Your Relocation Expenses

Here are some ways to reduce the cost of your move to Singapore:

  • Sort through your belongings before departure and ship only the essentials
  • Opt for groupage shipments (shared containers with other clients)
  • Choose non-urgent sea freight for cost savings
  • Avoid moving during peak demand periods

Frequently Asked Questions About Moving to Singapore

Is It Easy to Move to Singapore?

Relocating to Singapore is generally considered straightforward, especially for professionals and families who plan ahead. The country is known for its political stability, world-class infrastructure, and strong expat support network. English being one of the official languages makes integration easier, and the high quality of healthcare, education, and public services contributes to a smooth transition.

However, moving does involve some preparation: securing the right visa or work permit, understanding local regulations, managing the high cost of living, and complying with strict import rules—particularly for personal belongings and pets, which may require specific documentation and quarantine. With the right planning and the support of relocation specialists like My Move, the process becomes significantly easier, allowing you to settle into your new life in Singapore with confidence.

Where Should You Live in Singapore?

Singapore offers a wide range of residential neighborhoods, but some areas stand out for their popularity among expatriates. Here are five of the most popular districts to consider for living in Singapore:

-> Holland Village

A long-time favorite of the expat community, Holland Village offers a lively yet relaxed atmosphere. With its mix of landed houses, modern condominiums, international schools nearby, and a wide selection of cafés and restaurants, it is ideal for families and professionals alike. Its central location and easy MRT access also make commuting simple.

-> Tiong Bahru

One of Singapore’s oldest housing estates, Tiong Bahru has evolved into a trendy and family-friendly neighborhood. Known for its art deco architecture, boutique cafés, and community vibe, it attracts expats who appreciate charm and character. It is also well connected to central Singapore and close to reputable preschools and enrichment centers.

-> Woodlands

Located in the north of the island, Woodlands offers spacious homes, quieter surroundings, and a strong sense of community. It is an excellent choice for families looking for a more suburban lifestyle with access to parks and recreational spaces.

-> East Coast / Katong

This residential district combines a laid-back coastal lifestyle with good international schooling options. East Coast is known for its larger housing options, expat-friendly facilities, and family-friendly attractions like East Coast Park. Katong, in particular, blends cultural heritage with modern amenities, making it a favorite for long-term expat residents.

-> Sentosa Cove

Sentosa Cove offers high-end waterfront villas and condominiums in a resort-like setting. Though more exclusive and expensive, it appeals to expats looking for privacy, security, and scenic views, while remaining a short drive from the central business district.

What Is the Cost of Living in Singapore?

The official currency in Singapore is the Singapore Dollar (SGD). As of May 2025, €1 is equivalent to approximately 1.45 SGD.

The cost of living in Singapore is relatively high, particularly when it comes to housing and food. However, expenses can vary greatly depending on your lifestyle and the neighborhoods you choose. On average, renting a two-bedroom flat in the city center costs between 3,000 SGD to 5,000 SGD per month. Monthly expenses for grocery shopping, dining out, and leisure activities also tend to be more expensive than in France.

How to Find Accommodation in Singapore?

To find accommodation in Singapore, you can explore well-known property platforms such as PropertyGuru, 99.co, or SRX. Alternatively, engaging a local real estate agent can be a valuable option, as they can guide you through the process and help identify properties that align with your budget, lifestyle, and preferences. It is important to research neighborhoods carefully before making a decision—key considerations include proximity to public transportation, access to schools (if you have children), and commute time to your workplace, to ensure a practical and comfortable living environment.

How to Find a Job in Singapore?

Start by exploring opportunities on major job platforms such as JobsDB, JobStreet, MyCareersFuture, and LinkedIn. Target industries in high demand—such as finance, technology, engineering, and healthcare—which actively recruit foreign talent. Securing a job offer is often essential for obtaining a valid work visa, such as the Employment Pass or S Pass. Networking, both online and through local industry events, can also significantly increase your chances of landing a suitable position.

What Healthcare Options Are Available in Singapore?

Singapore offers one of the most efficient and high-quality healthcare systems in the world. Both public and private healthcare facilities are modern, well-equipped, and staffed by highly trained professionals. While public hospitals provide excellent care at subsidized rates for residents, expatriates often rely on private clinics and hospitals for faster access and greater flexibility. As an expat, we highly recommended purchasing a private health insurance, as medical costs can be high without coverage. Major international insurers offer comprehensive plans tailored to expat needs, including hospitalization, outpatient services, dental care, and emergency assistance.

What Are the Education Options in Singapore?

Singapore’s education system is renowned for its excellence. Expatriates benefit from a wide range of high-quality international and local schools, many of which follow globally recognized curricula such as the IB, British, American, or French systems.

Many French expatriates opt for international schools or French institutions. The International French School (IFS) is among the most popular choices.

That said, Singaporean public schools also offer a high standard of education in English. Some parents therefore choose to enroll their children in a local public school.
